Rules that shape deployment
- Federal Law No. 2 of 2019 on ICT in health fields requires health data to be stored and processed inside the UAE, with limited exceptions. IBA
- Abu Dhabi's Department of Health and Dubai Health Authority both publish AI policies, and patient records flow through the Malaffi and NABIDH exchanges.
- The UAE Personal Data Protection Law (Federal Decree-Law 45 of 2021) limits cross-border transfers of personal data and requires impact assessments for high-risk processing, which favours private and in-country AI deployments. UAE Government portal
